Moscow warns that continued foreign presence in the Ukrainian capital carries grave risks as large-scale military strikes persist.
Russia reiterates the call for foreign nationals and diplomatic personnel to leave the Ukrainian capital and refrain from traveling to Ukraine, and also urges Ukrainian residents to stay away from military and administrative facilities.
A statement from the Russian Foreign Ministry reiterates that “in response to terrorist attacks by the Armed Forces of Ukraine against Russia’s civilian population and infrastructure,” Russia’s Armed Forces continue to carry out “systematic and sustained strikes against military targets in Kiev and other Ukrainian cities.”
Furthermore, it was recalled that these warnings were already expressed in a previous statement issued by the Ministry on May 25, 2026, as well as through diplomatic notes addressed to its foreign partners, and that they were also iterated by Deputy Foreign Minister Mikhail Galuzin at a briefing for members of the diplomatic corps on May 27, 2026.
The Russian Foreign Ministry noted that the authorities of a number of countries, including the U.S., the United Kingdom, and member states of the European Union have advised their citizens not to travel to Ukraine, and most recently this past August, but highlighted with concern that many have still not heeded these warnings, and that “some individuals are knowingly placing themselves in moral danger.” Furthermore, it noted that several foreign embassies continue to operate in the Ukrainian capital and that foreign officials continue to visit Ukraine.
The statement concludes by saying that the Armed Forces of the Russian Federation will continue to carry out large-scale strikes, and that those who decide to downplay these warnings bear full responsibility for any adverse consequences.
